Neighbrs are loud/obnoxious/smoke MJ/cat & dog poop in yard/kids are unrully etc, how to stoop it?

I've complained to owner who lives on site & she doesnt want to get involved & when she has sd something she's put my name in it so problem tenants are resentful of me & do things to deliberately piss me off: they wont admit nor clean dog/cat poop in our yard, block my access to garage (we share) & storage cabinets, smoke outside my door/windows bcuz we have allergies/asthma, even after I ask nicely they just find another way to get at me. Now they smoke in garage they share with us + smoke MJ & the smells get in our car/interior Their pets are flea ridden & 1 had parvo, luckily my puppy had his shots, a few of our personal things in the garage have come up MISSING, we've come home late to find garage open with their chairs & beer bttles etc on our side of the garage & we have to park on the street, their outside cat w/fleas has gotten into our car to sleep at night bcuz they leave the garage dr cracked for him, they lve his fd/water outside now there are couple other strays hanging around & cat uses flowerbed as cat-litter box! I've spent sooo much money on things to get rid of fleas in the yard & hse + flea baths for my puppy cuz he gets fleas when their puppy gets out the house & runs into our area, they wont keep her on a leash even though I've let them know where to get a cheap one! And they leave their cigarette s EVERYWHERE, hang their clthes anywhere outside making the property look run down, their kids have thrown toys at windsheild of our leased Lexus, their handles of their scooters have left scratches on the Lexus door, 1 kid took a metal pole & smashed my daughters mission project(I had the mom pay for it), I caught them sliding down the bk window of my honda (prkd outside) & saw them yank 1 of the weakened fence bars til it broke...so even though I've talked to them diplomatically about this stuff, they dont admit to ANYTHING & again, the owner doesnt do anything! She does know about the majority of it but still, nothing. Police wont do anything either but tell them to keep it down & if I mention MJ to police, I know these pple will retaliate against us & our property. have 8 mths left on my rent & cant leave bcuz I'd be breaking my rental agreement. Should I fight back or just wait to move? I dont really want a 'tit for tat' but talking hasnt worked & if I keep complaining/sending letters to the owner, she's the type to get irritated & find ways to point out any little thing we possibly do (ie: they prk anywhere blocking exit/entering, I prk 1 time in FRONT of the garage w/space in between & she left a note on my car saying I nd to obey the rules too especially since I was the one who complained, if we accidently lft our trash bin out front, she txts me to tell me to move it to the back, when I start up my car in am she says fumes go upstairs into her apt, so pull car out immediately upon starting engine...all of which I complied etc). And if thats not enough, their 20 yr old son ually attacked my daughtr (same age)but bcuz she had drinks he offered her & ped out, PD wont really act on anything!! Can you believe that? I live in southern CA anyone know what I can do? Legally or otherwise? HELP
