Why does querer conjugated in the preterite mean I tried but in the imperfect it means I wanted?

I think that this may be a question that is difficult to answer because this is just the way the language is, I have wondered that too, but my spanish teacher says its just the way the language is, so im not sure what to tell you, sorry I couldnt help much.
