Why won't the rear brake cyl bleed on my 98 Sunfire (2.2)?

I replaced the two rear brake lines, the one side bled alright, but the other will not. It's like it's not really connected to the brake system. There's a little bit of action when you push the pedal, but hardly. Any suggestions on what that might be? Maybe I don't the proper procedure. Thanks.
