Unexperienced make-up artist?

yes i will admit it.... my make-up skills are severly lacking! I am in desperate need of tips.... CAN YOU HELP ME? i hope so. Anyway, I am looking for useful tips or ideas about eye make-up, lips, blush, anything you can think of for a girl with golden colored blond hair and blue-green eyes. i prefer not to wear lip stick, but except for that i would be happy to hear your coments!
